Key licenses granted for the Paks II project
The nuclear authority decided on four key license applications and published the related resolutions on its website on 4 November 2025.
The HAEA reviewed the revised technical documentation and issued construction licenses for the control building, auxiliary building and technological service building of Unit 5. The authority also made a positive decision regarding the partial commissioning license for soil improvement of the nuclear island of Unit 5.
Obtaining these licenses is a crucial step toward starting concreting works, including the construction of the foundation slab of the nuclear island of Unit 5. The Paks II project’s symbolic milestone, the first concrete pouring, is expected to take place in February 2026.
After the reinforcement is completed, the fittings to be installed are placed according to the plans, they are formed around them and finally under continuous quality control, special concrete of a quality confirmed by laboratory tests is poured. Since this activity cannot be interrupted, several concrete pumps work in parallel in order to ensure continuous work. The scale is clearly illustrated by the fact that 329 cubic meters of concrete were used to construct the first foundation slab bay. At the end of the process, the hardening and temperature of the concrete are monitored using instruments.
In the excavation pit the different work phases are therefore carried out in parallel in each bay. The levelling concrete of the different areas, the insulation of the levelling concrete, the grounding mesh works, the reinforcement and the concreting of the foundation slabs bay proceed side by side according to the so-called construction organization plan.
